But where do these juniors get the idea that it was ok to slag the code off? No doubt, it’s the more senior programmers, setting a bad example.

Giving out about old code is definitely something that senior programmers pass onto junior ones. It’s almost seen as cool to joke about how awful the old code is and everyone wants to be the next person to say it. There’s probably some sort of psychological reason for it.

I agree though. Making it the object of ridicule at every opportunity is just hiding the problem.
